Eligibility criteria
The information provided below describes the eligibility criteria for being charged a Home (UK) or Overseas fee.
Your fee status remains the same for the full duration of your course, unless your immigration status has changed, in which case, you have the right to request a reassessment of your status.
The eligibility criteria below relate only to your course tuition fees. The eligibility rules for financial student support are very different, for support advice you will need to contact the Money@CampusLife team.
New students
If you are a New Student and have applied to study on an Undergraduate or Postgraduate course, your fee status is determined by the Admissions Office, based on the information you have supplied on your course application (or via your UCAS application) and on the University’s own Fee Assessment Questionnaire, if applicable. If you are a Current Student, then your fee status is determined by Student Finance.
Your fee status will determine what tuition fees you are liable for paying.
- Home Student
- Overseas Student
The Admissions Office will confirm in your Offer Letter whether you will be charged Home or Overseas Tuition Fees. In some cases, further clarification will be sought to determine the correct status before a final “Offer” letter is issued, and/or you may be advised to defer your studies until such a time that you meet the essential requirements for Home rate Tuition Fees.

Guidance
The following UKCISA guide will provide advice on whether you can qualify for home fees. Please note, that this guidance relates to Wales fee status only:

Your Fee Status
Your fee status is determined by the information you provide.
If you qualify for Home fee status, this means you will be charged home fees. Please note that once your fee status has been set, it will be the fee status allocated to you for the full duration of your course.
To qualify for Home fees, you will need to meet a number of qualifying categories and you will need to meet all of the criteria in any one category. Whilst the UKCISA guidance above provides a comprehensive overview of the categories, we have covered the main categories below:
Three Years in UK and Islands, Settled in UK
This category will be the one most UK students will meet. To qualify under this category, you MUST
a. Have “settled status” in the UK – This means you have no restrictions on how long you can stay in the UK. For this you would need to be either a British citizen, Republic of Ireland citizen, or have the Right of Abode or Indefinite Leave to Remain in the UK.
and
b. Be ordinarily resident in the UK for at least 3 years from the first day of the first academic year, e.g. if you are applying to study for September 2023 entry, then you’d need to have been ordinarily resident in the UK from at least 01.09.2020. Also, the main reason for your residence must not have been wholly for receiving full-time education.
and
c. Be ordinarily resident in the UK on the first day of the first academic year of the course.
UK Full-Time Students Living Abroad
If you have been living abroad, you will need to provide evidence if you believe this absence was temporary or believe you could have dual ordinary residence. This does not include UK nationals who live in British Overseas Territories, these students would come under the categories of Residence in Gibraltar and Residence in British Overseas Territories.
EU Students Covered By The Withdrawal Agreement
This category is for EU/EEA/Swiss nationals, or a family member, who have “protected rights” under the Withdrawal Agreement. To qualify under this category, you MUST
a. Have “settled” or “pre-settled” status under the EU Settlement Scheme
and
b. If you have “settled” status, you must have been ordinarily resident in the UK for the full 3-year period before the first day of the first academic year of your course
or
c. If you have “pre-settled” status, you must have been ordinarily resident in the UK/EEA/Switzerland for the full 3-year period before the first day of the first academic year of your course
and
d. You must be ordinarily resident in the UK on the first day of the first academic year of your course
Please note, if the main purpose of your residence in the UK during the 3-year period was to receive full-time education, you must have been ordinarily resident in the UK/EEA/Switzerland/overseas territories (including Gibraltar) the day before the start of the 3-year period.
Channel Islands and Isle of Man
Student living in the Channel Islands and Isle of Man will be given the same consideration as UK citizens.
Indefinite Leave to Remain, Humanitarian Protection, Refugee Status
Students who have been granted leave to remain under special status will need to provide a copy of their BRP card and a copy of their Home Office letter showing what leave has been granted.
Depending on the leave granted, you will need to have been ordinarily resident in the UK for the 3-year period and be ordinarily resident in the UK on the first day of the first academic year of your course. The only exception to the 3-year residency criteria will be for those who have Refugee status.
Other Ways to Qualify for Home Fee Status
As the list of who can qualify for Home fee status in Wales is complex, and you do not meet the main categories listed above, then please refer to the UKCISA guidance for further information.
Overseas Students
Students who do not qualify for any of the above are classed as Overseas students. However, if you think your fee status is incorrect and you should be assessed as a Home student for fee paying purposes, please email the Fee Admission team to request a re-assessment.
You will be asked to provide further evidence, such as:
- Date of arrival in the UK/EU/EEA/Switzerland
- Permitted length of stay
- Documents from the Home Office relating to your immigration status and places a residence of over 10 years
- 3 years of address details
If you have received an offer but are not sent a fee assessment questionnaire to complete, and you believe you have been given the wrong fee classification, you should complete the fee assessment questionnaire above and return it to the Fee Admission team.
**IMPORTANT**
In all instances of fee queries, please ensure that you send in all the required evidence along with your Fee Assessment Questionnaire. This will ensure that we can complete your fee assessment in full and in a timely fashion to resolve your fee status prior to you joining the University.
Current students
If you are a current student and your residency status, citizenship, or certain other circumstances have changed after you have accepted your Offer and have started your course, you may be eligible for a review of your Fee Status.
The main reasons where this may apply are:
- you (or a family member of) have been granted Refugee status, or
- you (or a family member of) have been granted HP (Humanitarian Protection) or DL (Discretionary Leave), or
- you (or a family member of) have been granted leave due to Private Life/Family Life 10-year routes or Article 8
In each instance, all relevant conditions must be met, as set out in the Education (Fees and Awards) (Wales) Regulations 2007, as amended The Higher Education (Qualifying Courses, Qualifying Persons, and Supplementary Provision) (Wales) Regulations 2015, as amended.

If you meet one of the instances highlighted above, please complete a Fee Assessment Questionnaire to apply for a review of your Fee Status. Please scan the completed questionnaire (along with the required documentary evidence) to Student Finance. Your case will be reviewed by representatives from International@CampusLife, Admissions Office, and the Student Records Office (who may also liaise with your Sponsor regarding your Student Support eligibility). You will be notified in writing of the outcome of your re-assessment.
If you are successfully re-assessed as Home fee status, you will be charged the lower 'home' rate of Tuition Fees from the start of the following Academic Year.

Frequently Asked Questions
- You should contact the Fee Admissions Team via email to inform them that you disagree with the fee status given to you
- You should provide all evidence that supports your belief that your fee status is incorrect
- Your fee status can be re-assessed if new evidence has been provided
- If you have provided all evidence, but still disagree with the status given, you can request an appeal
- A panel will then review all the information/evidence you have provided and will contact you within 10 working days of the outcome of your appeal

- Unfortunately, until you have been granted Settled or Pre-Settled Status then you will only qualify for Overseas fees
- If you do not meet the required 3-year residency requirements, you will only qualify for Overseas fees
- You should send in information that you believe will prove you have only been temporarily absent from the UK/EEA
- You should send in information that you believe will prove you have dual ordinary residency with the UK/EEA and the country you currently reside in
- Details of any temporary contract – e.g., employment contract or education being abroad for a short period
- Details of flights/visits back to the UK, what the visits were for and their duration
- Details of any properties still owned in the UK/EEA and whether these are kept as family homes or rented out
- Details of any UK bank accounts kept, payments to HMRC etc.
- Details of being registered with a UK doctor, dentist, or similar
- Details of how you are keeping ordinarily resident in the UK
- Unfortunately, until you have been granted leave by the Home Office, you will be classed as Overseas fees
- The University does offer a Sanctuary Scholarship, but this is limited. Email sanctuaryscholarship@swansea.ac.uk for more information
- Once your fee status has been determined it will state whether you are Home or Overseas. This is only in relation to the fees you will be charged. Home will be charged home fees rate and Overseas will be charged overseas/international fees rate
- You should check your course details on the relevant University page for further information on location of your course etc
- Unfortunately, once you have enrolled on your course, your fee status will remain for the full duration of your course. There are exceptions to this which are if:
- You have been granted Humanitarian Protection
- You have been granted Discretionary Leave
- You have been granted Refugee Status
- You have been granted leave under Private Life, Family Life or Article 8
- Your family member has been granted any of the above
